Houghton climbs from Lake Washington Boulevard and the Yarrow Bay shore up toward Bridle Trails, so most streets have a view of the lake or the Olympics, and most tree calls here are about keeping that view without breaking Kirkland’s rules. Houghton also has something no other Kirkland neighbourhood has: its own Community Council.
The Houghton Community Council
When Houghton consolidated with Kirkland in 1968, it kept a community municipal corporation with an elected Houghton Community Council. Land use regulations that apply in Houghton, including tree code changes, go through the council as well as the City Council. That’s why Kirkland’s Chapter 95 updates have had Houghton Community Council hearings alongside the Planning Commission. For a homeowner, the day-to-day tree rules are the city’s; the council matters when rules are being changed.
Lakefront lots
Homes along the lake sit in shoreline jurisdiction, and trees in the shoreline setback follow KZC Chapter 83:
- no free notification for removal in the setback
- a written request before removal, with native replacements
- city permission before pruning in the setback
Details in shoreline tree rules.
View lots up the hill
Above the boulevard, the issue is trees downslope, yours or a neighbour’s, growing into the view.
| Goal | Approach |
|---|---|
| See the lake through a fir | Windowing: remove selected limbs, keep the top |
| See over a maple | Crown reduction to strong laterals (broadleaf only) |
| See under the canopy | Crown raising on trees below the house |
| Tree too big to prune into a view | Removal within allowance + lower replacement |
The ceiling is 25% of the live crown per pruning, and topping is banned. Bigger changes happen over several cycles. See view pruning.
Houghton logistics
Steep driveways and lake-side lots with no yard access make cranes more common here than anywhere else in Kirkland. Lake Washington Boulevard traffic means crane days are planned around peak hours.

What is the Houghton Community Council?
An elected body for the Houghton area of Kirkland, a community municipal corporation created when Houghton consolidated with Kirkland in 1968. It reviews land use regulations that apply within its boundaries, including changes to the tree code, and holds hearings on them.
Do tree rules differ in Houghton?
The same Kirkland Zoning Code Chapter 95 applies. Changes to land use rules in Houghton go through the Community Council too, and many Houghton lots are on the lakefront, where the shoreline setback adds its own requirements.
Can I remove trees to restore my lake view in Houghton?
Within your yearly allowance and outside the shoreline setback, a healthy tree can go through the free notification. In the setback, or past your allowance, removal needs a request or permit. View pruning without topping is usually the faster route.
