Rose Hill, North and South, is where Kirkland is changing fastest. Around the I-405 / NE 85th Street interchange, the city’s station area plan allows much more housing and commercial space near the new Stride bus rapid transit station. More redevelopment means more people asking the same question: should the trees come down before we build or sell? In Kirkland, the answer is usually no, not yet.
The rule to know: the development hold
| If you remove… | Kirkland won’t accept new development permits for… |
|---|---|
| healthy regulated trees (6”+) | 12 months |
| healthy Landmark trees (26”+) | 24 months |
| hazard or nuisance trees | no hold |
The hold applies even if the trees were removed legally with the free notification. Additions under 50% of the current footprint may still be accepted. So if a teardown, short plat, ADU or sale to a builder is possible within two years, plan the trees with the project through a tree retention plan.
If you’re staying put
For homeowners with no building plans, Rose Hill works like the rest of Kirkland: the free notification covers 2, 3 or 4 healthy trees per 12 months depending on lot size, and Landmark trees go through a permit. The checker gives your path in a minute.
Kirkland or Redmond?
Rose Hill runs east to the Redmond city line, and Redmond has its own Willows/Rose Hill neighbourhood with different tree rules. Mailing addresses don’t decide it; the parcel does. Check the King County parcel viewer before relying on any rule.
Typical Rose Hill trees
Mid-century lots here often have a few large Douglas firs and redcedars, ornamental cherries and maples, and laurel or arborvitae hedges along the street. Hedges can’t go through the free notification, so ask before removing a hedge row.
Trees next to a construction site
If the lot next door is being redeveloped, your trees near the line may have roots on their side. Kirkland’s retention plans must account for neighbours’ trees whose root zones extend onto the site. If you see fencing or digging close to your tree, ask the builder for their tree protection plan.

(425) 000-0000Common questions
Can I remove trees before selling my Rose Hill lot to a developer?
It can hurt the sale. Kirkland won't accept new development permits for 12 months after healthy regulated trees are removed, or 24 months for Landmark trees. A buyer planning to build may see that as a delay, not a cleared lot.
Is my Rose Hill address in Kirkland or Redmond?
Most of North and South Rose Hill is in Kirkland, but the neighbourhood runs up to the Redmond line, and Redmond has its own Willows/Rose Hill area. Your property tax statement or the King County parcel viewer shows the jurisdiction, and the tree rules follow it.
What is the NE 85th Street station area?
A planned growth area around the I-405 and NE 85th Street interchange, where Sound Transit's Stride bus rapid transit station is being built. Kirkland adopted a station area plan to allow more housing and jobs nearby, which brings more redevelopment to parts of Rose Hill.
